About Passport Funding
Passport is a program designed to assist adults with developmental disabilities in becoming more engaged in their communities and living as independently as possible. It offers funding for services and supports related to community participation, activities of daily living, and person-centered planning. The program also provides financial assistance for respite services and support for primary caregivers of adults with developmental disabilities.
What are the responsibilities of the PMF?
Passport recipients and/or Person Managing Funds (PMF) are responsible for:
- Funding Accountability: Individuals receiving Passport funding and/or the Person Managing Funds (PMF) are responsible for ensuring compliance with the terms in the Passport Service Agreement, including managing annual funding amounts, effective dates, roles, and responsibilities, as well as banking and payee information.
- Service Selection and Hiring: Passport recipients and their PMF are responsible for hiring support workers and ensuring compliance with legal and financial obligations (e.g., CRA rules, employment standards, occupational health and safety). It's important to monitor the quality of services provided and address any complaints directly with service providers.
- Budgeting: Recipients should create a budget outlining how funds will be allocated to support needs and goals, taking into account costs and timing. Advance funds may be requested to avoid financial hardship, and reconciliations will be made to prevent overpayments.
- Misuse of Funding: Passport funding is strictly for services and supports related to developmental disabilities and caregiver respite. Misuse of funds (e.g., submitting incomplete or false claims) may result in funding suspension, termination, or legal action. Periodic audits will be conducted to ensure compliance with guidelines.
